In 1980, the military allowed an election, and President Belaunde was elected for a second term.  He immediately began implementing industry, education and health programs.  He also focused on family planning. 

 

In November 1980, President Belaunde created the National Population Council to coordinate and implement the government family planning policy. 

 

The next month, the document Family Planning Rules was released and outlined the necessary actions to provide the services required for family planning. 

 

Finally, in 1983, the Ministry of Health began providing family planning services for the first time.
