When Dr. Kerrins returned to the United States in June of 1968, his program was established in 8 parishes, providing 12,000 women with gynecological services and oral contraceptives. 

 

In July 1968, Pope Paul VI encyclical De Humanae Vitae was released which reiterated the demands of the Casti Connubi for responsible parenthood, as well as specifically denouncing modern birth control methods and encouraging the use of periodic abstinence.  Fortunately the parish program survived, but was put under the stricter control of the Christian Family Movement of Peru and renamed, “Project for Conjugal and Family Promotion in Peripheral Neighborhoods.” 

 

In September of the same year, the Latin American Episcopal Conference of Catholic Bishops deemed family planning an important aspect of the alleviation of the poor.
