After being elected, president Fujimori created a National Population Program for 1991-1995.  The goals of this program included reducing the birth rate to 2% and reducing the total fertility rate to 3.3. 

 

Following his re-election in 1995, Fujimori attended the Conference on Population and Development where he spoke on the right of women to control their fertility and directly accused the Catholic Church of disrupting these rights. 

 

Shortly after the conference he legalized sterilization and started sex education programs in schools.

 

Foreign aid began pouring in to support Fujimori’s family-planning programs.  From the United States alone, USAID contributed $85 million and UNFPA contributed $14 million.
