In 1975, General Velasco was de-seated and replaced by General Bermudez.  General Bermudez completely changed the government’s stance on family planning when he constructed the Guidelines of Population Politics.  This guideline did not contain a specific plan for family planning, but did state, “With respect to fertility, the government recognizes that the final decision and the direct responsibility fall to the parents of the family.”  The government recognized that it was the parents right to decide their own family plan.
