Peru was under military rule until the elections of 1963 when President Belaunde was elected.  His Center of Population and Development (CEPD) was created to provide data for future family planning government policy.

The Peru Demographic Report released by the CEPD reported on the past and present states of mortality, fecundity, population growth and nuptial statistics.  It also provided the first projections of extreme population growth which Belaunde used to support family planning clinics in Peru.

Namely the Association of Family Protection (APPF), the largest network of family planning clinics, funded by the International Planned Parenthood Federation (IPPF) of the United States.
