This statement from the Program manager at the Ministry of Health in 1998 shows which population was targeted by the government in their family planning and sterilization campaign. This population was primarily indigenous, native Quechua speakers who live in poorer and rural areas.  These fertility rates were represented in the tables shown in the beginning slides. The fertility rates are used as the justification for targeting this specific population.
