In 1968, the military again took control and overthrew President Belaunde, placing General Velasco in power.  The military accused Belaunde of corruption and blamed him for the failing economy and extreme inflation.  General Velasco began implementing intensive agricultural and economic reforms to increase development, and denounced the imperialism of corporations from foreign countries. 

 

In terms of family planning, General Velasco took on the ideals of the Demographic Transition Theory, and believed that with increasing development, high fertility rates would take care of themselves.  For this reason, no family planning initiatives were included in the National Development plan of 1971.  Also, due to his anti-imperialism sentiments, the APPF was completely shut down by the end of his reign in 1975 because it was funded by the American Corporation IPPF.
