As shown earlier, the proportion of women using modern or traditional methods have been changing through the years.  Between 2000 and 2004 is the only gap where the proportion of women using modern contraceptives decreased and the proportion of women using traditional contraceptives increased. 

 

The conservative policies of Toledo and his Ministers of Health have reversed the contraceptive movement back toward traditional methods.
