The Catholic Bishops, and specifically their letter, Family and Population  written toward the end of General Velasco’s time in power, were influencing the government policies on Family Planning.  The document Guidelines of Population Politics  was in direct line with the previous letter.  In fact, Father Juan Julio Wicht of the National Planning Institute was involved in writing portions of the document, specifically on the morality of family-planning programs.

 

However, once the government was again supporting family planning clinics, foreign funding was directed away from the Catholic church program to more liberal programs that began emerging.
