As part of its QualityRights project WHO has also developed the WHO QualityRights Toolkit.
Based on the the rights in the UN Convention on the Rights of Persons with Disabilities, this Toolkit provides practical guidance and standards to countries on:
•How
to conduct a comprehensive assessment of inpatient and outpatient mental
health and social care facilities. It looks at:
•the
physical conditions of facilities through to social interactions between
health workers, service users and families;
•whether
the facility protects people from violence , abuse, and inhuman and
degrading treatment;
•whether
the care being provided is comprehensiveness, promotes a recovery
approach;
•the
degree to which physical health problems of service users are being
addressed;
•whether
services and facilities link up to education, employment, housing ,
social supports as well.
•The
Toolkit also provides guidance on how to report the findings of the
assessment and also how to use the results & recommendations of the
assessment to improve quality & human rights.
