The implementation of mental health policy requires a competent group of professionals with expertise in both public health and mental health. This group should be responsible for managing plans and programmes, ensuring that the population can access mental health interventions of high quality which are responsive to expressed needs.

The organization supporting mental health policy should be present in all the administrative and geographical divisions of the country or region’s health system.  This includes:

Ministry of Health: A multidisciplinary team (psychiatrists, public health physicians, psychologists, psychiatric nurses, social workers and occupational therapists).

Health District: A multidisciplinary team.

Community Mental Health Teams: A coordinator with a few hours a week.

Primary Health Care Teams: A mental health coordinator.

This group should also be responsible for facilitating the active participation of people with mental disorders and their families in all the components of the mental health network, including collaborative intersectoral actions.
