The simplest approach is an email platform. With this methods a person with a question would mail it into a central location.  Once obtained, there are several different approaches. One would be to paste this into a web page and have people submit their answers.  A second would be to have a moderator to route this to the people most likely to have the answer. As with the other platforms, the questions and answers would be saved for the establishment of a future frequently asked question.
