There has been growing dissatisfaction with the health care system, especially in rural regions and areas furthest away from Moscow, which is still the health care capitol of Russia. Health economists are not optimistic about the longevity of the health insurance system in Russia at the beginning of the new millenium. A two-tier system has evolved and the WHO, concerned with rising mortality rates, now supports universal coverage rather than continued and erratic implementation of regional health funds.
