The compulsory health insurance funds (CHI) were established as independent, nonprofit, noncommercial administrative agencies at the federal and local level. The CHI were subsidized by government funds to permit universal access and comprehensive coverage, and were the main mechanisms for implementing the Health Insurance Act. For those who were unemployed or who could not afford private insurance, the CHI would act as a direct insurer by paying the mandatory insurance premiums.
