The act provided for the concrete financing of health care funds by requiring employers to pay 3.6 percent of their payroll to a health insurance fund rather than the pension fund. The employers tax was similar to the 7.5 percent proposed by the Clinton Administration to be paid by American business towards purchasing employee health insurance (APHA 1993).
