The HIA addressed beliefs concerning the need to: change the health output of Soviet socialized medicine; eliminate the inequities and corruption in an elitist practice of medicine; provide universal access to high-quality medical care with basic comprehensive health benefits; spur growth of medical research, technology, and pharmaceuticals; guarantee professional accountability to the individual patient; and increase the options available to consumers in making medical decisions or choices which affect their quality of life.
