This in fact has occurred nearly a decade after the introduction of the HIA so much so that the WHO has publicly recanted its previous support of insurance financed health care for Russia. The issue of consumer health education and unconstrained access to information on the operation of CHI funds needs to be specifically guaranteed by the legislation. However, the separation of government functions from being the sole agent to finance, administer, and provide health care will be an ongoing process, with Russia finding its own solution to the health care crisis.
