Age and year of
diagnosis are not independent.
To see this, try to draw graphs showing roughly the number of children in the cohort each year in the age groups 0-14, 15-24 and 25+ years. Remember it is a BIRTH cohort and about 6,000 children are born in Cumbria every year, so the number of children in the cohort increases by about 6,000 every year.
