Insurance funds were financed exclusively through compulsory employer and voluntary individual insurance premiums for the payment of medical treatment. Health insurance premiums were tax deductible. Insurance funds had legal status as private corporations, differentiated from the government-financed health care funds. In the interests of decentralization, health care and insurance funds were restricted to an accounting role as claims processors that collected and disbursed funds, but could not give medical care directly.
