The draft law permitted physicians and medical facilities to charge fees for services. The draft also established a minimum level of health services to be provided free by the government, with any additional services to be paid for by the patient. Financing was to be available from three sources: premiums paid by the government to a network of health care funds; tax-deductible premiums from employers; and voluntary purchase of insurance by individuals.
