The American experience of risk-based private insurance indicates that opportunistic behavior by Russian insurance plans to maintain high premiums would also be likely. This would constrain market competition by favoring an all too familiar private/government two-tier system that enrolled the economically and medically "healthy" in private plans and pushed the rest into less adequate public care.
