Each question has a value from 1 to 10 assigned to it, based on the most accurate answer you can reasonably provide. There is a significant difficulty in making such assessments, because they tend to be subjective. Most governments and most businesses are fortunate in not experiencing disasters on a frequent enough basis for there to be a large amount of data from which to draw. This means that you must make your best estimation based on old data, adjusted for what you perceive to be changes, and refined by the more recent experiences of others.
