These negative efforts proved highly successful the following year when, in 1939, the Wagner Health Bill, which included federally funded health insurance, was soundly defeated in Congress. This bill was the last attempt by the New Dealers to pass health insurance legislation. With the outbreak of W.W.II in 1939, the health insurance issue was pushed far into the background during the war's duration.
