A phased response system for a new developing influenza pandemic is very logical, but there are few, if any, effective public health measures for preventing the community spread of any influenza virus. 

The next major influenza pandemic will cause enormous numbers of death and illness!

“We” (public health workers) will have to accept the reality that “we” will not be able to prevent or significantly limit the severity of the “first-wave” of a new influenza pandemic, but “we” will need to focus on limiting the severity of subsequent “waves” of infections – if there will be any!
