Five characteristics distinguish the middle and high primary care oriented countries from the countries that are poor in primary care orientation. Three are features of health policy in the country: regulated resource distribution, government provided health insurance or coverage, and no or low cost sharing by patients for receipt of primary care services. Two are features of primary care practice: comprehensiveness and family orientation. None of the poor primary care countries have any of these features.
