Health Care may be

Primary - first contact medicine, screening, prevention,

investigation, diagnosis, treatment, referral, management and care

Secondary - hospital care - in patient/out patient

investigation, operation, palliation, treatment

Tertiary - The management and care of the long term sick and the dying.

The task of Public Health is to try to gauge the needs of its population for these three areas of care and to provide a balance which will most effectively meet the health needs of the people and maximise their health gain.
