It may be helpful to make models to try and predict the implications for current services and those factors in the model which have the greatest impact upon resource demand.

Option appraisal is a method in which a Management team or Focus Group decide the most important factors for them in a particular Health field      such as

Value for Money, Patients treated, Patients cured, Disease prevented, Patient Acceptability, Professional acceptability, Short and long term cost, Politics and National plan, Likely support by donors. They are put in order from 1 to 10 and the individuals in the group debate until a concensus emerges.

3 or 4 possible solutions to a Problem they are then examined against these factors and scored, the score is multiplied by the previous weighting and again the members of the group debate their individual scores and final totals for each option until a consensus can be determined.

Thus each Option has a final score attached and in principle the Option with the highest score is adopted.
