The Gothenburg consensus paper (3) is the one which etsablished HIA as a methodology recognized by WHO and putting down the basic principles of HIA. The basic values of HIA are described as democracy, equity, sustainable development and ethical use of evidence. Considerations of evidence about anticipated relationships between policy and health, opinions experience and expectations of those who might be affected as well as provision of more informed understanding by decision makers and the public and proposals for adjustments or options to maximize positive and minimize negative health impacts are the core elements of HIA given by Gothenburg consensus paper.
