Epidemiology can help to set targets for the chosen policies, ensuring that the targets are realistic and internally consistent (disease models are again relevant here, e.g., the use of Can-Trol in setting the United States cancer objectives). It can also inform needs-based resource allocation for health services (if we can ever figure out how to measure needs adequately), and guide the development of information systems.
