Japan's LTCI system was created not only to cater to the growing care need of the aging population but also to reform the entire health and welfare system. If one looks closer at the details of the LTCI system, one would quickly realize its superbness. Emphasis on accountability and informed consent, effective complaints resolution mechanism, required reporting of accidents, prompt damage compensation and ongoing quality assurance: all has been lacking in the traditional health insurance system.

Although the system leaves a lot to be improved in the future, it may eventually become a model for the LTC in the world wide aging societies. In a short time, Japan has accumulated enormous knowledge and experience which shall be shared for betterment of the LTC in the world.
