Understanding the source population is important.  In this example, a decision based upon the count data alone might lead one to value City B over City A (100 cases of disease vs. 20 cases).  However, the populations differ markedly between these cities.  In fact, the disease is more important in City A (affecting 20% of the population vs. 10%).
