We were particularly interested in the effect of Florida’s helmet use law because preliminary studies suggested that it may have had substantial impact. For example, observations of 15,000 elementary schools riders in 4 panhandle counties in 1991 showed that helmet use was 5% before any intervention took place, and increased to 15% after an intervention. This study preceded the law.
