In 1997, Florida become the fifteenth state to pass a law mandating the use of helmets for bicycle riders. It applied to all children under the age of 16 years of age, with one interesting exception - the law stated that a county could legally void the law for its jurisdiction.

In fact, three of Florida’s 67 counties legally opted out of the law. We then took advantage of this natural experiment to test the effectiveness of a state law.
