William Cecil-Chief Minister to Elizabeth 1st of England stated that the tasks of Government were in order of Priority :

1.To defend the realm from attack from without

2.To maintain Law and Order

3.To see to the welfare of the People

Without Law and Order a society cannot function effectively and the social infra structure required for Health, Education,Religion, Communication,
Recreation and Employment is at peril.

Law and Order rests upon:

1.The Legislature-Parliament/Government who make the laws

2.The Executive-the Police who uphold and enforce the law

3.The Judiciary-the Courts, Judges and Prison service who apply the Law
