Most County’s do not have the level of sophistication and skills of trained forensic pathologists and medical examiners, but rely instead on a funeral director to administer their County’s morgue.

Few morgues are equipped to handle mass fatalities… hard pressed to handle more than 30 fatalities.

Thus the existing mortuary system, is by default, dependent on outside support from the federal disaster mortuary teams.
