The implementation of the SCI, though, was seemingly unusual.  Instead of the PAHO directing and organizing the countries within the initiative, the countries were to set up their own national programs and finance them.  The PAHO itself plays a different role.  It acts as secretary when the Southern Cone Commission meets every year.
