Assuring that people have access to care is an essential public health service

- hospitals

- primary care centers

- not-for-profit community, rural and migrant care centers

- free clinics

If the health department does not operate a hospital (a few do) or personal care program (many do), then a strong relationship with local provider systems is critical.

Be sure to identify and describe for the students examples of clinics and health services that are not hospital-based and non-governmental. Example: Franklin C. Fetter Clinic in Charleston, a federally funded primary care center operated by a not-for-profit community board.
