Advanced distributed learning (ADL).

It’s not an open source model but the open and sharing concept is very similar.

The US department of Defense initiated the project in 1999. It’s a consortium among academic, industrial, and governmental partners.

It’s an open lecture sharing system among different file systems and computing environments.

It’s very complex computer engineering concept. It’s hard to implement and takes long time to develop.

Purpose:
To ensure access to high-quality and cost-effective education and training materials that can be tailored to individual learner needs and made available whenever and wherever they are required.

Objectives:
Develop guidelines for large-scale development and implementation of efficient and effective distributed learning.
Identify business model and economic incentives for consumers and providers.
Establish a rapidly growing networked community of education and training consumers.
Stimulate collaborative development by organizations.
Identify technical challenges, R&D programs.
Share the lessons and accelerate the development.

c.f. There is a similar project developed in Europe: ARIADNE. It’s initiated in 1996 and now in exploitation phase.
