The General Welfare statement in the U. S. Constitution says that the Congress should be empowered to pass all laws necessary and proper to protect the citizens of the United States, thus it is appropriate to pass laws pertaining to drugs for the elderly, medical assistance for the poor, improving life for the physically disabled.
