The Constitution of the United States was written in 1787. It is a document of that time period and very difficult to alter therefore it is somewhat static in its nature. The founding fathers were very much anti-federal government in terms of giving too much authority to the central government and  favored preserving states rights. Thus the United States today has the weakest central government of any first world country world wide in 2010.
