Retroviruses have been used to package genes in-vitro and then transfer the genes into animals which lack them (somatic gene therapy). Such packaging-vector viruses are disabled and safe because their env gene is replaced by the gene of interest eg the dystrophin gene in Duchennes muscular dystrophy. Their LTR's enable them to overexpress the gene of interest.
