BSE was discovered in ataxic cows by the Central Veterinary Laboratory in November 1986 by observing vacuolation of brains by histopathology.

BSE is considered to be caused by a single strain of scrapie which is adapted for cross-species oral transfer and it is also likely to have caused feline SE.
