This has to be an integrated effort.  And, perhaps more importantly, it has to be a sustained effort.  We have a long history of successful programs being abandoned for political reasons with a change of administration (the demise of Project Impact in the United States immediately after the inauguration of the Bush Administration is a classic example).  Unfortunately, disasters do not time their occurrence to the shifts of ideology (except when those shifts facilitate human systems failures).  Therefore, only sustained, long term effort, maintained even when no disasters occur for decades or centuries, can provide true resistance and resilience.
