There are some differences in how these concepts can be implemented.  My references here are to the United States four phase model of emergency management programs: mitigation, preparedness, response, and recovery. 

If a community has not experienced a disaster, resistance is built through mitigation and preparedness activity.  Resilience is achieved through preparedness measures, by well planned response, and by pre-planning and organization for recovery in advance of any disaster.
