We can define a number of relationships between these factors. (1) The hazard has defined ranges of probabilities of occurrence and of degree of impact. The interaction of probability and impact allows prediction of a level of risk. (2) Changes in probability are the largest driver for increased threat. However, increases in vulnerability or in predicted impact while probability of occurrence is increasing will significantly raise the threat level. (3) The relationship of impact and vulnerability combined with pre-existing (such as the social, economic, or political system) and post event (such as the efficacy of the response) create consequences. (4) Eventually any risk can become a threat.
