What is the problem ? Earning a living without industrial skills. The solution involves education. However, rural overpopulation on eroded soils is the more obvious and acute problem, aside from inequalities involving the land and the distribution of wealth. One solution is to cut fertility in half or to 1 TFR. That this may be distinctly unpopular seems beside the point. The superpopulation cannot be supported by present tactiques.


Enough information has been given in this lecture so that the reader can investigate PPP concerns for himself. The lack of integration of both EDUCATION and HEALTH into PPP seems to be a remarkable oversight.
