The local public health department assures the access to or the delivery of services by coordinating existing services or creating innovative ways to deliver non-existent services.

For example, a partnership identified dental care for the uninsured, poor in a community as a significant problem. A dental program was created bringing together the school district and a local community college’s dental program. A grant was written and funded to cover the cost of restorative care and sealants for children referred to the program. The children were identified through school and clinic screenings. Health education and outreach was also part of the comprehensive program.

The role of the local public health department in this example was as a facilitator, contributor of staff and resources, and knowledge and expertise.
