In 1988, the Institute of Medicine (IOM) published The Future of Public Health. This was a scathing report charging that the nation had lost sight of its public health goals and had allowed the activities of public health to fall into disarray. The National Health Plan process actually started prior to this report in 1979 with the Healthy People initiative.

The National Health Plan, published by the U.S. Department of Health and Human Services, is written by public health professionals from all sectors, both public and private, with input from citizens to address the most pressing public health concerns and give direction to specifically outlined goals and objectives. The IOM report has greatly influenced the course of public health since it was first published.

Every decade, a plan is outlined with measurable outcomes to benchmark our progress towards the vision of Healthy People in Healthy Communities.
