An ideal graduated licensing system (GDL) should included all three stages.
During the learner’s period, beginning drivers can drive only under supervision. This period should start after age 16 and hold for at least 6 months. For the intermediate period, restrictions vary widely by state in the United States and may include restrictions on nighttime driving and carrying passengers. It is suggested that intermediate license should be hold until at least the driver become age 18.
