Since age and experience both played an important role in teenagers’ increased risk of crashes, increased attention has been given to graduated licensing systems (GDL). The basic premise of these systems is that beginning drivers need to earn a full license step by step and in less risky environments. This approach has been adopted in New Zealand, Canada, and several states in the United States and has been found to reduce teenage driver crashes.
